I undertook another responsibility on behalf of the Ministry of Textiles, Government of India...
The Ministry of Textiles recently organized a seminar on September 2, 2026, at the Rajiv Gandhi Handicrafts Bhawan in New Delhi. Designers from across the country, empanelled by the Ministry (National Designers), were invited to offer suggestions regarding the development of both handicraft skills and the artisans themselves.
I received an official invitation to attend this seminar representing the North Zone (Rajasthan State). The invitation was sent by Master Abhishek Sharma from the Jodhpur Division's DCH (Development Commissioner for Handicrafts) office, having been issued by the Assistant Director (Handicrafts), Ms. Aastha Agarwal.
Keeping the seminar's theme in mind, I prepared a detailed, 15-page research paper. A key point I highlighted was the lack of formal education and literacy among artisans. Due to this illiteracy, many artisans are unable to avail themselves of government schemes, nor can they effectively manage correspondence or conduct their handicraft business. A lack of education hinders their self-confidence, leading to both financial and mental setbacks.

Illiteracy creates obstacles for artisans in effectively showcasing their craft in the market and prevents them from reaping the full benefits of their work; this is a reality of the handicraft sector.
This illiteracy is a major underlying cause that impedes the holistic development of artisans and the overall growth of the handicraft sector. Eradicating this issue at the root should be a priority for the DCH and the Ministry of Textiles. I realized this firsthand while working with artisans in the field—specifically at the Jaipur Blue Pottery workshop in Kotjewar village, Jaipur—where skilled artisans are forced to sell their creations at throwaway prices due to their lack of education. He lacks the knowledge to even assess the true value of his own craftsmanship, or perhaps he is simply compelled by the pangs of hunger in that rural setting; he is content with whatever he gets—or perhaps he is simply left with no other choice.
I witnessed another instance of the consequences of a lack of education: a young artisan (a registered one) from Kotjevar village in Jaipur—unable to earn a sufficient income from Blue Pottery—abandoned the craft to set up a tea stall at the village crossroads. It was a disheartening sight—an artisan turning away from his craft due to a lack of funds and education, opting instead for a tea stall to secure the daily income needed for his immediate survival. While he did earn that daily income, the loss was far greater: the craft itself and the artisan were being lost from the canvas of Indian handicrafts.
I have highlighted these issues through specific, concise points in my seminar presentation and compiled the entire paper into a PDF file. I have also emailed this PDF to the Office of the Development Commissioner (Handicrafts) under the Ministry of Textiles.

Although I could not attend the seminar in person due to family reasons, I fulfilled my responsibilities as an empanelled National Designer by submitting my research paper in PDF format to the Ministry of Textiles well in advance. This ensures that they can study it and incorporate my suggestions alongside others.
I am sharing images of a couple of pages from my research paper here, This will allow you to understand the challenges facing handicrafts and artisans—issues that must be addressed through concerted efforts to keep Indian handicrafts at the forefront of the global handicraft map.

वस्त्र मंत्रालय भारत सरकार ने हाल ही में दिनांक 2 -9 -2026 को राजीव गांधी हस्तशिल्प भवन नई दिल्ली में एक सेमिनार आयोजित किया ! जिसमे देश भर से वस्त्र मंत्रालय द्वारा चयनित इम्पेनलेड डिज़ाइनर ( नेशनल डिज़ाइनर ) को आमंत्रित किया गया , उनके सुझावों को आमंत्रित किया गया हस्त शिल्प कौशल विकास के साथ हस्तशिल्पी के विकास के विषय में !

मुझे भी नार्थ ज़ोन राजस्थान स्टेट की और से इस सेमिनार में शामिल होने का निमंत्रण या ऑफिसियल पत्र जोधपुर संभाग के डीसीएच ऑफिस से मास्टर अभिषेक शर्मा ने भेजा जो जारी किया गया था सहायक निदेशक (हस्तशिल्प )माननीय आस्था अग्रवाल जी द्वारा !
पत्र में इंगित विषय को ध्यान में रखते हुए मैंने मेरा शोध पत्र 15 पृष्ठ में लिखा बिंदुवार ! जिसमे मैंने मुख्य बिंदु रखा हस्तशिल्पी का अशिक्षित होना और अक्षर ज्ञान का अभाव ! इस अशिक्षा के कारण अनेको हस्त शिल्पी सरकारी योजना का लाभ नहीं ले पाते , वे ठीक से पत्राचार और अपने हस्तशिल्प का कारोबार भी नहीं कर पाते ! अशिक्षा उन्हें आत्मविश्वासी नहीं बनने देती जिसके कारण उन्हें आर्थिक और मानसिक हानि भी उठानी पड़ती है !
अशिक्षा हस्तशिल्पी को अपने हुनर को ठीक से बाजार में प्रस्तुत करने में परेशानी उत्पन करती है साथ ही पूरा लाभ लेने से भी हस्त शिल्पी वंचित रह जाते है ! ये सत्य है हस्तशिल्प क्षेत्र का !
इस अशिक्षा के एक मोटे कारण में हस्त शिल्पी के चहुमुखी विकास और हस्त शिल्प के पूर्ण विकास की बाधा का मूल छिपा है ! जिसे जड़ से हटाना भी हमारे डीसीएच /वस्त्र मंत्रालय भारत सरकार की जिम्मेदारी होनी चाहिए ! मैंने फिल्ड में हस्तशिल्पियों के साथ कार्य करते हुए जयपुर ब्लू पॉटरी वर्कशॉप कोटजेवर गाँव जयपुर में ये अनुभूत किया है ! एक अच्छा हस्त शिल्पी अशिक्षा के कारण ओने पोन दामों में अपनी हस्त कला को बेच रहा है ! उसे स्वयं की हस्त कला और हस्त शिल्प की सही कीमत आंकने तक का ज्ञान नहीं है या वो पेट की भूख के आगे विवश है उस देहात में , उसे जो मिल रहा है उसी में वो तृप्त है संतुष्ट है या मजबूर भी !
अशिक्षा का एक और उदाहरण मैंने देखा कोटजेवर गाँव जयपुर का ही एक युवा हस्त शिल्पी ( पंजीकृत हस्तशिल्पी ) पूरी आय न होने की वजह से ब्लू पॉटरी के कार्य से इतर चाय की थड़ी खोलकर गाँव के मोड़ पर बेथ गया है ! ये भी एक दुखद दृश्य देखा मैंने के धन के अभाव में अशिक्षा के कारण एक हस्तशिल्पी हस्त कला से विमुख होकर चाय की थड़ी खोल लेता है प्रतिदिन की जरूरत के लिए प्रतिदिन की आमदनी की आस में जो उसे हो भी रही थी ! पर नुकसान भी हो रहा था हस्तकला और एक हस्तशिल्पी का हमारे भारतीय हस्त कला के केनवास से !

मैंने मेरे सेमिनार में इस बात को बहुत ही छोटे छोटे बिंदुओं में उजागर किया है ! और पूरे सेमिनार पत्र को एक पीडीएफ फॉर्मेट में फाइल बना ली है ! मैंने वो पीडीऍफ़ फाइल डीसीएच / वस्त्र मंत्रालय को भी ईमेल के जरिये प्रेषित की है !
पारिवारिक कारणों से मैं उस सेमिनार में मेरी उपस्थिति नहीं दे पाया सशरीर पर मैंने बतौर एक इम्पेनलेड डिज़ाइनर / नेशनल डिज़ाइनर के रूप में मेरी जिम्मेदारी का निर्वाहन करते हुए समय पूर्व मेरा शोध पत्र पीडीऍफ़ फॉर्मेट में वस्त्र मंत्रालय तक पहुंचा दिया है ! ताकि वे उसका अध्ययन करने के साथ अन्य सुझाव पत्रों में मेरा सुझाव भी शामिल कर सके !
