A meeting with the Honorable Member of Parliament and Union Minister of Law (Government of India), Shri Arjun Ram Meghwal, in Bikaner.
Friends, two days ago, I had the opportunity to meet with the Member of Parliament for my city of Bikaner—and the Union Minister for Law and Justice—the Honorable Shri Arjun Ram Meghwal. Accompanied by cultural practitioners from Bikaner, I presented him with a memorandum requesting that the recently hiked rental rates for Bikaner's theater venues be reverted to their original status.

Accepting the memorandum—which was submitted under the banner of the 'Bikaner Theatre Unit'—the Honorable Union Law Minister, Shri Arjun Ram Meghwal, assured us that he would look into the matter. He acknowledged that the hike was inappropriate, noting that the issue pertains to the dramatic arts and is deeply intertwined with our cultural heritage.

Following the formal submission of the memorandum, I also held a separate, courtesy meeting with the Honorable MP, Shri Arjun Ram Meghwal. During this meeting, I apprised him of a 'Jaipur Blue Pottery' training camp I had recently concluded. This 25-day camp was organized jointly by the Indian Institute of Crafts (Jaipur) and the Handicrafts Service Centre (Jaipur), under the directives of the Handicrafts Skill Development Department (Ministry of Textiles, Government of India, New Delhi). Serving as an instructor in the capacity of an 'Empaneled Designer' (or 'National Designer'), I worked alongside Craft Master Shri Lalaram Prajapat to train 30 artisans from Kot Jewar (Jaipur), thereby contributing to the enhancement of their traditional craft skills.

I have compiled an interim report on this training camp—complete with illustrative details—in the form of a catalog/booklet (hard copy). I presented one copy of this report to the Honorable MP, Shri Arjun Ram Meghwal. Upon reviewing the report, the Honorable MP asked me, "Did *you* personally execute this work?" I replied, "Yes, Sir." I explained that I was presenting this report to him so that it might come to his attention that an artist hailing from his parliamentary constituency—Bikaner—has successfully completed a skill development project for artisans under the aegis of the Ministry of Textiles, Government of India, and that the official report documenting this achievement now lies before him. While handing over the report regarding my Jaipur Blue Pottery training camp to his Personal Assistant, the Honorable Arjun Ram Meghwal asked me, "Does this contain your phone number?" I replied naturally, "Yes, Sir!" He responded, "Very well then; I will look into it later." In this manner, he patted me on the back—a gesture of encouragement—and, from his office in Bikaner, provided me with the moral support and inner strength to remain active in the field of art. My sincere gratitude, therefore, goes to the Honorable Member of Parliament, Shri Arjun Ram Meghwal!

It is worth noting that when the Honorable MP, Shri Arjun Ram Meghwal, served as the Union Minister of Culture for the Government of India in 2023, he organized the 'Rashtriya Sanskriti Mahotsav' (National Culture Festival)—the Ministry of Culture's largest festival in the country—right there in Bikaner. During that event, I had the privilege of participating as a painter in the painting camp organized by the central Lalit Kala Akademi. The Honorable MP, Shri Arjun Ram Meghwal, personally spoke with me regarding my artworks, discussed the concepts behind my paintings, and even made specific reference to the subject matter of my work during his official address. This interaction proved to be a truly significant milestone in my creative journey during the Rashtriya Sanskriti Mahotsav held in Bikaner in 2023.

I presented the report on my Jaipur Blue Pottery training camp to the Honorable MP, Shri Arjun Ram Meghwal, with a specific objective: to help him understand the various reasons why traditional handicrafts are currently lagging behind in the contemporary landscape. I would like to share one of those key points here: if artisans were to receive a daily wage—calculated in accordance with Government of India regulations at a rate equivalent to that of a daily-wage laborer—they would be empowered to work with renewed enthusiasm and dedication, playing a pivotal role in keeping alive the rich tradition of Indian handicrafts, which are so deeply steeped in the vibrant hues of our culture.
Furthermore, the Government of India should establish permanent workshops and production centers for handicrafts, thereby creating avenues for employment that offer artisans a system of regular monthly remuneration. The future of handicrafts can truly flourish only if the Government of India undertakes the direct and continuous procurement of products created by artisans. In an effort to draw the attention of the Honorable Member of Parliament, Shri Arjun Ram Meghwal, to these critical points, I presented him with the report on my 'Jaipur Blue Pottery' training camp.
It is my hope that, upon reviewing this report and taking cognizance of the points I have submitted, the Honorable MP Shri Arjun Ram Meghwal will—through his capacity within the Ministry of Law, Government of India—pave the way for relief and support for all artisans across the country in the future. Furthermore, by bestowing upon me the blessing of his patronage, I trust he will create opportunities for me to further cultivate my potential in the realm of cultural creativity.

मित्रों दो रोज पहले मैंने मेरे शहर बीकानेर के सांसद और केंद्रीय कानून मंत्री माननीय श्री अर्जुनराम मेगवाल जी से भेंट करने का अवसर पाया मेरे बीकानेर के संस्कृति कर्मियों के साथ उन्हें एक निवेदन करते हुए जो की बीकानेर के रंगमंच के बढ़े हुए अतिरिक्त किराए की दर को यथावत रखने की मांग के सन्दर्भ में ज्ञापन स्वरुप में था !
माननीय केंद्रीय कानून मंत्री श्री अर्जुनराम मेगवाल जी ने हमारे उस ज्ञापन को जो की बीकानेर थिएटर यूनिट के बैनर से प्रेषित किया था उसे स्वीकार करते हुए हमें आस्वस्त भी किया की इस पर बात करूँगा ये उचित नहीं है , मामला नाट्य कला से सम्बंधित है ! संस्कृति से जुड़ा हुआ है !
उस ज्ञापन को प्रेषित करने की प्रक्रिया के बाद मैंने भी एक औपचारिक भेंट अलग से सांसद माननीय श्री अर्जुनराम मेगवाल जी से की ! मैंने उन्हें हाल ही में मेरे द्वारा पूर्ण किये गए जयपुर ब्लू पॉटरी प्रशिक्षण शिविर जो की भारतीय शिल्प संस्थान जयपुर और हस्तशिल्पी सेवा केंद्र जयपुर के संयोजन में और हस्तशिल्पी कौशल विकास विभाग / वस्त्र मंत्रालय भारत सरकार नई दिल्ली के दिशा निर्देश के तहत बतौर एक प्रशिक्षक की भूमिका एम्पैनलमेंट डिज़ाइनर / राष्ट्रीय रचनाकार / नेशनल डिज़ाइनर के रूप में कार्य करते हुए कोट जेवर जयपुर के 30 हस्त शिल्पियों को प्रशिक्षण देते हुए उनके हस्त कला कौशल में बढ़ोतरी का कार्य किया 25 दिन के प्रशिक्षण शिविर के माध्यम से क्राफ्ट मास्टर श्री लालाराम प्रजापत जी के साथ !
उस शिविर की अंतरिम रिपोर्ट सचित्र विवरण के साथ एक केटलॉग / बुकलेट / हार्ड कॉपी के रूप में मैंने निर्मित की है! उसी मे से एक प्रति मैंने माननीय सांसद श्री अर्जुनराम मेगवाल जी को भेंट की ! माननीय सांसद श्री अर्जुनराम मेगवाल जी ने मेरी रिपोर्ट को देखते हुए मुझसे पूछा की क्या ये कार्य तुमने किया है ? मैंने कहा जी सर और उस कार्य की ये एक रिपोर्ट कॉपी आप को प्रेषित कर रहा हूँ ताकि आप के ध्यान में आये की आप के सांसद क्षेत्र बीकानेर का एक कलाकार वस्त्र मंत्रालय भारत सरकार के हस्त शिल्पी कौशल विकास के प्रोजेक्ट को सफलता पूर्वक पूर्ण कर चूका है और उसकी रिपोर्ट कॉपी ये है आप के समक्ष !
माननीय अर्जुनराम मेगवाल जी ने अपने पी ए साब को मेरी जयपुर ब्लू पॉटरी प्रशिक्षण शिविर की रिपोर्ट थमाते हुए मुझसे पूछा की इसमें तुम्हारे फ़ोन नंबर तो है ना ? मैंने सजह भाव से प्रतिउत्तर दिया की है सर ! वे बोले फिर ठीक है मैं देखूंगा बाद में इसे ! इस प्रकार आप ने मेरी पीठ थपथपाई और मुझे कला के क्षेत्र में सक्रीय रहने को आत्मबल का सम्बल दिया अपने कार्यालय बीकानेर से ! सो साधुवाद माननीय सांसद श्री अर्जुनराम मेगवाल जी को !
आप को विदित हो जब माननीय सांसद श्री अर्जुनराम मेगवाल जी 2023 में केंद्रीय संस्कृति मंत्री भारत सरकार के रहे उस समय भी बीकानेर में संस्कृति मंत्रालय का देश का सब से बड़ा महोत्सव राष्ट्रीय संस्कृति महोत्सव आप ने बीकानेर में आयोजित करवाया और उसमे भी मुझे बतौर एक चित्रकार केंद्रीय ललित कला अकादमी के चित्रकला शिविर में सहभागिता का अवसर मिला था और मेरे चित्रों पर माननीय सांसद श्री अर्जुंनराम मेगवाल जी ने मुझ से बात की तथा मेरे चित्र के कांसेप्ट पर चर्चा भी की और फिर अपने उद्बोधन में मेरे चित्र के विषय का जिक्र भी किया था ! जो मेरी सृजन यात्रा के लिए उस समय एक विशेष बात रही उस राष्ट्रीय संस्कृति महोत्सव बीकानेर 2023 में !
मैंने मेरे जयपुर ब्लू पॉटरी प्रशिक्षण शविर की रिपोर्ट इस लिए भी माननीय सांसद श्री अर्जुनराम मेगवाल जी को भेंट की ताकि वे जाने की किन किन कारणो से हस्त कलाएं समसामयिक परिस्थित में पिछड़ रही है ! उन बिंदुनों में से एक बिंदु यहाँ साझा कर रहा हूँ वो ये कि हस्त शिल्पी को भी प्रतिदिन के हिसाब से मेहनताना जो की मजदूर की प्रतिदिन की मजदूरी का तय किया गया है भारत सरकार के नियमानुसार उतना मिले तो वे हस्त शिल्पी उत्साह के साथ भारतीय सांस्कृतिक के रंग में लिपटी हुई हस्त कला को रूचि के साथ जीवित रखने में बढ़चढ़ कर काम करे !
भारत सरकार द्वारा स्थायी हस्त कला के कारखाने स्थापित किये जाए और उसमे हस्त शिल्पी के लिए मासिक भुगतान वाली व्यवस्था के साथ रोजगार का मार्ग हो !
हस्त शिल्पी द्वारा निर्मित उत्पाद की सीधी खरीद भारत सरकार द्वारा हो और निरंतर हो तो ही हस्त कला का भविष्य निखर सकता है ऐसे बिंदुओं की और माननीय सांसद श्री अर्जुनराम मेगवाल जी का ध्यान आकर्षित करने के प्रयास में भी उन्हें मेरी जयपुर ब्लू पॉटरी प्रशिक्षण शिविर की रिपोर्ट भेंट की !
संभवतः माननीय सांसद श्री अर्जुनराम मेगवाल जी मेरी इस रिपोर्ट को अवलोकिंत करते हुए ! मेरे द्वारा प्रेषित बिंदुओं को संज्ञान में लेते हुए भविष्य में हस्त शिल्पियों के लिए अपने कानून विभाग भारत सरकार की और से भारत के समस्त हस्त शिल्पियों के लिए राहत और सहयोग का मार्ग बनाएंगे ! और मेरे लिए अपने आशीर्वाद रूपी प्रसाद से मुझे अनुग्रहित करते हुए सांस्कृतिक सृजन की मेरी क्षमता को और विकसित करने का अवसर भी बनाएंगे !
